John Collins serves as a Professional Staff Member for the Senate Committee on Homeland Security and Governmental Affairs for Chairman Tom Carper (D-DE), with responsibility for special investigations and issues related to critical infrastructure security. Mr. Collins is the lead for the Committee’s inquiry into issues related to digital currencies and the Chairman’s principal advisor on the subject. He has led hearings and investigations into issues such as overprescribing of America’s foster care population and taxpayer costs related to the BP/Deepwater Horizon oil spill. Mr. Collins was lead staff author of the GPRA Modernization Act of 2010 and the Federal Buildings Personnel Training Act, sponsored by Senator Carper, both of which were signed into law by President Obama. He served as Senator Carper’s Campaign Manager during the 2012 election and was named one of Campaign and Elections magazine’s Top Influencers. John resides on Capitol Hill and is a graduate of the University of Delaware with a Bachelor’s degree in International Relations and Masters’ degree in Public Administration.
